The imminent privatisation of OPAP constitutes the spearhead of the overall privatisation programme, since the Greek government intends to send a positive message to international markets with a view to reviving the investment climate and restoring economic growth. In each case, the impact of the privatisation of the second largest lottery in Europe on international markets will provide credibility to the overall privatisation programme in Greece. It should be noted that the public sector will retain only 1% participation, while significant revenue is guaranteed to the Greek Public sector, according to the current agreement with EU regarding the participation of the Greek Public sector in the revenues of OPAP equal to 30% on the gross profit from 2013 to 12.10.2020.The Gaming Halls network to be created by OPAP is postponed to 2013. At the same time, actions have been taken to resolve issues regarding technical specifications and operation regulation by sending the respective dossier to Brussels. The suppliers of OPAP are already in position to supply OPAP with game machines (16,500) as well as to commercially exploit the 18,500 machines to be auctioned by OPAP. The last remaining pieces in the privatisation puzzle are the Greek State Lottery and the Hellenic Horserace Betting Organisation. These procedures have been ongoing during the last semester and should be completed by the end of 2012.

The new capabilities of smart phones, tablets and 3G networks, and their penetration in broad population groups, have already expanded the horizons of the gaming market. Large gaming companies from the domain of online betting have reached high growth rates, by increasing their customer base and profits from mobile gaming.
In England alone 4.5 millions of people are using smart phones to gamble, while 35% of casino clients are also placing bets over their mobile phones. This in conjunction with the large number of tablets sold worldwide have created a new market of mobile players with access to both mainstream and new products in the gaming market.

In the domain of online betting, particularly after many companies have received licenses, focus is placed on security and transparency issues, the lack of which is clearly evident in phenomena, such as match-fixing and money laundering. In order to address these issues, there is a need for Sports Federations, the State, regulatory bodies and companies involved in online gaming and online sports betting to cooperate and coordinate their actions. In addition, the role of cybercrime agencies is equally important, given that match-fixing, illegal betting and money laundering often act as communicating vessels. The conference will also discuss issues pertaining to gambling addiction, access control to gaming, and the possibility of controlling young people’s access to online gaming through practices applied by regulatory bodies and companies involved in online gaming.

After the Ministerial Decision 010010/2011 – a Concession has given to OPAP for the exclusive right to operate and exploit 35.000 VLTs. OPAP is eligible to install and operate 16,500 VLTs through its own agencies and ubcontract the remaining 18,500 machines to 4 to 10 third parties through an international tender process.
The License will have 10 years duration starting 12 months following the issuance by the Hellenic Gaming Commission of the VLT’s Regulation and OPAP will be responsible for determining the pricing policy in all 35,000 VLTs.
This will be a completely new gaming sector for Greece. It will attract new investors and create a strong, legal gaming base.
